Philip B. Bowser, NCSP (Ret.)
Phil earned Master’s and Educational Specialist credentials from Western Carolina University. He worked as a School Psychologist for a multi-county, mostly rural, Area Education Agency in Iowa, with a special assignment providing services to students with Severe and Profound intellectual disabilities. At that time he was an independent Consultant to a company developing an electronic communication system embedded in wheelchair trays. He then worked in a small (7,000 students) school district in Southern Oregon. Although the district used a Central Office Evaluation Center model, he helped to increase the range of services provided by School Psychologists and advocated for SP offices in local school buildings. Early on he was a school district trainer for the Crisis Prevention International curriculum, and then later was certified in the NASP PREPaRE crisis preparation and response model. He coordinated several projects promoting positive youth development based on the Search Institute’s “Developmental Assets” model.
Believing that it is important for School Psychologists to work for the improvement of their profession, he was elected or appointed to several offices in both his State and National Associations. He participated in the Spring Hill and the Olympia Symposia on the Future of School Psychology, wrote the chapter on Professional Ethics in Best Practices III, and also wrote and provided photographs for the newsletter, the Communiqué. Under his editorship, the Oregon School Psychologists Association had one of the first school psychology websites.
His interest in international education began with a University of Utah class that surveyed the implementation of special education in Europe. He chaperoned a group of middle school students to attend classes in Shobu, Japan. With Facebook making it easy to connect with School Psychologists around the world, he now follows the developments in India. Before and after retirement, Phil taught classes as adjunct faculty for the University of Oregon, Pacific University, and the School Psychology Program of the Lewis and Clark Graduate School of Counseling and Education. |

Frels is Assistant Professor in the Department of Counseling and Special Populations at Lamar University, Licensed Professional Counselor Supervisor (LPC-S), Certified School Counselor, and Play Therapist in the state of Texas. Thomas Oakland PhD, ABPP, ABPN is professor emeritus at University of Florida. He has worked in more than 50 countries, including as a Fulbright Scholar at the University of Brasilia. He is professor emeritus at the Universidad Lusíada do Porto, Portugal. He also holds honorary professorships in departments of psychology at the University of Hong Kong, Iberioamerican University in San Jose (Costa Rica), Universidad Científica del Sur (Peru), and the Universidad Nacional Frderico Villarreal (Peru). He served as visiting professor of psychology at the University of Macau and Beijing Normal University-Zhuhai. He was a professor in The University of Texas' Department of Educational Psychology for 27 years. Dr. Oakland served on approximately 120 doctoral dissertation committees and chaired 35.
Dr. Oakland has coauthored or co-edited 15 books, approximately 100 chapters and 200 articles, served as editor of the Journal of School Psychology and as Associate Editor of School Psychology Internationally, and serves or served on the editorial boards of an additional 70 professional journals. He authored or co-authored 10 standardized tests, assisted in the adaptation of six tests, and was a member of the test development teams for 11 tests. He was a member of the task forces that wrote the American Psychological Association's 1999 Standards for Educational and Psychological Testing and its 2002 Ethical Principles of Psychologists and Code of Conduct.
He has served as presidents of the International School Psychology Association, International Test Commission, International Association of Applied Psychology's Division of Assessment and Evaluation, International Foundation of Children's Education, and American Psychological Association's Division of School Psychology. |
